Background:
In March 2020, the voters approved the District’s Proposition 39 Measure T bond election. Measure T seeks $259 million in bond authorization to provide affordable housing options for Mountain View teachers and staff, replace aging, inefficient windows, lighting, heating and ventilation systems, upgrade facilities to accommodate expected enrollment growth, update classrooms and labs to maintain the quality of technology, art, music and science programs, upgrade electrical, internet and data systems to handle modern learning technology
District staff believes that implementation of the Measure T capital facilities bond program, in addition to other construction and facility needs of the District, requires the services of a highly qualified program management and construction management firm.
On May 20, 2020, the District issued a Request for Statement of Qualifications and Request for Proposals for Program Management Services and/or Construction Management Services and the District evaluated all responses. District staff has determined that the response from Greystone West Company demonstrates that it is the most qualified of all respondents.
Fiscal Implication:
The funding source for
(1) program management and construction management services will be Fund 21-Measure T Capital Facilities Program and
(2) the few possible projects or services that are not within the Measure T program will be Fund 40-Special Reserve for Capital Outlay Projects
up to a total not-to-exceed amount of $5,500,000.
Recommended Action:
It is recommended that the Board of Trustees:
(1) approve the award of an agreement for program management and construction management services to Greystone West Company; and
(2) delegate to Superintendent Ayindé Rudolph, or his designee, the authority to execute an agreement for program management and construction management services with Greystone West Company in the form attached to this Board Item, subject to minor modifications approved by District staff and legal counsel; and
(3) delegate to Superintendent Ayindé Rudolph, or his designee, the authority to assign specific projects via addenda to that agreement for program management and construction management services, up to the total not-to-exceed amount of $5,500,000, without any further action needed by the Board.
