Background: 

The California Department of Education notified local education agencies in spring of 2018 about the availability of Title IV Part A federal funding for the 2018-2019 school year.  Entitlement amounts are yet to be determined and are anticipated to be announced early fall by the California Department of Education. Title IV Part A of the Every Student Succeeds Act is the Student Support and Academic Enrichment (SSAE) program. The SSAE program is intended to improve students’ academic achievement by increasing the capacity of State educational agencies (SEAs), local educational agencies (LEAs), and local communities to provide all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology to improve the academic achievement and digital literacy of all students.  Per federal guidelines, districts may transfer all, or a portion of, funds it receives under Title IV, Part A to other programs to better address local needs. The programs to which the LEA may transfer these funds are: Title I, Parts A, C, or D; Title II, Part A; Title III, Part A; and, Title V, Part B.

 

Title IV Part A Plan: In order to receive Title IV Part A funding, districts must submit a plan to local governing boards and have plans approved and apply through the Consolidated Application.

 

For the 2018-2019 school year, the Mountain View Whisman School District intends to address our local needs through the use of Title IV Part A funding by supporting growth in teacher capacity and enhancing the English Learner program. Based on anticipated federal decreases in Title II Part A--Supporting Effective Instruction and a locally identified area of focus, English learner achievement, the district plans to transfer of Title IV Part A funding to Title II and Title III Part A (English Learner Achievement) programs to bolster actions aligned to Mountain View Whisman School District’s Local Control Accountability Plan.  The amount of transfer to each program will be determined once actual entitlements are received by the District.





Fiscal Implication:

District entitlements for the 2018-2019 school year are unknown at this time; however, no award will be less than $10,000. Final entitlements will be available in the fall of 2018.  




Recommended Action: 
That the Board approve the Title IV Part A plan for 2018-2019.
