Background:
The 2025 Education Enhancement Reserve Joint Powers Agreement (EER JPA) is a long-term partnership between the Shoreline Regional Park Community and the Mountain View Whisman and Mountain View Los Altos Union High School Districts. Its purpose is to provide sustainable funding that supports the educational and technological capacity of students who reside in and serve the workforce needs of the Shoreline area. This agreement builds upon decades of collaboration and previous EER agreements dating back to 2006, aiming to enhance local educational services in response to ongoing development and community needs.
Beginning in fiscal year 2025–26, the agreement outlines a structured payment system from the Shoreline Community to the school districts, including a baseline annual payment adjusted for property tax growth and an additional payment tied specifically to new residential development in the Shoreline area. Payments will be deposited into a restricted Education Enhancement Reserve and may be used by the districts for a range of purposes, including technology infrastructure, instructional support, program development, and facilities impacted by enrollment growth and traffic. The agreement also provides for a one-time additional payment in the first year to support implementation.
This updated agreement remains in effect through June 30, 2035, with provisions for potential extension. It includes safeguards such as payment suspension in the event of significant fiscal emergencies or unmet obligations, as well as clauses preventing legal or legislative actions by either party that would disrupt the existing Shoreline financing structure. The agreement reflects a shared commitment to supporting high-quality education as a driver for economic growth and community well-being. The funds provided through the EER continue to play a vital role in enabling the districts to deliver innovative programs in an evolving and resource-intensive educational landscape.
Fiscal Implication: Current FY 2025-26 estimated payment is $7,570,931
Recommended Action: It is recommended that the board of trustees approve the Education Enhancement Reserve Joint Powers Agreement.
