Background:
Overview of Need
The Superintendent’s Office and Public Information Office (PIO) require a technology solution to streamline the processing of California Public Records Act (PRA) requests. Since January 1, 2025, MVWSD has fulfilled 192 PRA requests, involving the review of thousands of documents and significant staff time. A centralized platform is needed to reduce errors, accelerate response times, and provide a more transparent, customer-focused public interface.
Project Overview
To address these needs, MVWSD released a public Request for Proposals (RFP) on April 29, 2025, seeking a digital platform to manage PRA requests from intake through fulfillment. The system must support legal compliance, enable redaction and review tools, and provide a public-facing portal for transparency. The RFP closed on May 9, 2025.
Vendor Evaluation
Six providers were invited to bid, and three submitted proposals. Logikcull and Everlaw declined to bid because they stated the request was under the required bid limit.
Key features required of all vendors included:

Offer integrated support for email attachments and large files.

Allow filtering by metadata (date, sender, recipient, etc.).

Integrate seamlessly with Google Vault (or provide alternatives if direct integration is limited).

Tag documents as responsive or non-responsive.

Offer a public-facing portal for posting fulfilled PRA requests.
Cost Comparison
JustFOIA – $8,250
NextRequest – $23,076 (Year 1), $10,788 annually thereafter
GovQA – $27,697
Fiscal Implication:
Not to exceed $9,000 for 2025
Recommended Action: JustFOIA met all functional requirements and offered the most competitive pricing. The platform provides robust features for significantly less than competing vendors. It is recommended that the Board of Trustees approve the service agreement for JustFOIA.
