Background:
The district issued a Request for Proposal (RFP) inviting qualified organizations to submit proposals for a comprehensive Tree Planting and Care Program. The program aimed to plant trees at all school sites within the district, excluding Bubb Elementary, and to provide professional care and maintenance for a minimum of three years. Additionally, the program sought to engage the community through educational assemblies and activities that promote environmental awareness and sustainability.
The RFP was publicly posted on the district website and shared directly with four community organizations that were potential candidates for the project. Canopy was the only organization to submit a proposal, with a total budget of $1,540,073.81. This amount is significantly higher than anticipated, particularly when compared to the tree planting project at Bubb Elementary, which was completed at a cost of $19,949.73.
Given the budgetary constraints and the need to align costs with district priorities, staff recommends rejecting the proposal.
If Canopy is approved as an authorized vendor, staff proposes collaborating with the organization to develop a revised plan that better meets the district’s needs while remaining financially feasible.
