Agenda Item for Board Meeting of 6/13/2024

Agenda Category:  REVIEW AND ACTION

Agenda Item Title:  Resolution 03-053024, Calling an Election for Approval of an Education Parcel Tax (30 minutes)

Estimated Time:  20 minutes

Person Responsible:

Rebecca Westover, Ed.D., Chief Business Officer

Background:

 BACKGROUND

On May 2, 2017, District voters adopted Measure B, an education parcel tax to support District programs and students.  Measure B is for an eight (8) year term and will expire on June 30, 2025.

RATIONALE

Based on community polling, feedback and ongoing program needs, it is recommended that the District place a measure on the ballot for the November 5, 2024 election to renew this revenue source for a period of eight (8) years. The education parcel tax will be levied on Improved Parcels at the rate of $0.15 per building square foot not to exceed $1,750 per parcel and at the rate of $25 per Unimproved Parcel.

The current education parcel tax revenues have been used within the District to provide academic support for struggling students, attract and retain qualified teachers, maintain small class sizes, and enhance science, technology, engineering, arts and math programs.

Voter approval of this proposed parcel tax measure would result in continued parcel tax revenues for eight (8) years beginning in July 2025 to continue to support District educational programs.  Parcel tax funds would augment the General Fund by providing dollars for needed and anticipated District programs to maintain the high quality of education in District schools.

Fiscal Implication:

None.

Recommended Action:

It is recommended that the Board of Trustees adopt a resolution ordering a qualified special tax measure be placed on the ballot for the November 5, 2024 election and authorizing necessary actions in connection therewith.
