Background: 

On November 19, 2015, the District's Governing Board approved Resolution No. 1580.11/15 delegating authority to award contracts to the District's Superintendent, Chief Business Officer, Associate Superintendent(s), and Assistant Superintendent(s) pursuant to Education Code sections 17604 and 17605.

All contracts approved by those authorized to do so pursuant to that delegation authority are to be submitted to the District's Governing Board for ratification. Contracts that do not, however, involve an item of expenditure in excess of the bid limits specified in Public Contract Code section 20111 need only be reviewed by the District's Governing Board every 60 days.  The applicable bid limits are $15,000 for construction contracts and $109,300 in 2023 (adjusted annually) for the purchase of equipment, materials, supplies, non-construction services, or repairs including maintenance.

Presented for review are the following contract(s): 

1. Dreiling Terrones Architecture Inc.- Will provide wayfinding signs for school sites, $52,555.00. 
2. Happy Birds- Will provide two assemblies showcasing tropical birds performances for all grades at Vargas elementary on November 16, 2023, $1,200.00 PTA funded. 
3. Heartwise Learning, LLC- Will provide professional development on a newcomer program for the 2023-2024 school year, $24,800.00.
4. Joffe Emergency Services - Will provide refinement and standardization of current communication protocols for emergency response $7,500.00.
5. Language Line Services- Will provide a Master Service Agreement to cover all schools sites for use as an interpreting service for the 2023-2024 school year, total dollar amount will be based on usage.
6. Lexia Learning Systems- Will provide a 1 year subscription for online English lessons for newcomer students from November 1, 2023 through October 31, 2024, $11,000.00.
7. Ro Health- Will provide an addendum to the Master Contract to hire instructional assistants for the after school program as needed for students for the 2023-2024 school year, $53,000.00.
8. Starting Arts- Will provide a theater production for students in grades 3-5 at Imai elementary starting December 4, 2023 through April 19, 2024.  Rehearsals will be on Mondays and Wednesdays from 2:45-4:15 PM, $15,125.00 (Imai will only fund a total of $1,000 in scholarships.  The rest will be paid through parent donations and ticket sales).
