Background: 

Resolution 01-061522 will be considered by the Governing Board of the Mountain View Whisman School District at its regular meeting on June 15, at 6:00 p.m., which if adopted by the Board, will increase development fees established by the District against residential construction and reconstruction at $4.08 per square foot and against new commercial or industrial construction at $0.66 per square foot.  The Mountain View Whisman School District and Mountain View Los Altos School District have a fee sharing agreement as the Level I fees collected for both districts cannot exceed the statutory fees of $4.08 and $0.66 per square foot of construction. The Mountain View Whisman School District collects 66.67% of the fee and the Mountain View Los Altos High School District collects 33.33% of the fee.

Currently, the Mountain View Whisman School District collects $2.72 (66.67% of $4.08) and $0.44 (66.67% of $0.66) per square foot of both residential and commercial/industrial construction respectively.  In February 2022, the State Allocation Board approved a fee increase to $4.79 for residential construction and $0.78 for commercial construction. Based on this increase, the District may collect $3.19 (66.67% of $4.79) for residential construction and $0.52 (66.67% of $0.78) for commercial/industrial construction.

Data pertaining to the cost of school facilities is available during regular business hours at the District's administrative offices.  The fee, if approved by the Board of Trustees, will become effective on August 14, 2022, which is sixty (60) days after the proposed adoption of the resolution levying such fees by the Board of Trustees.



Fiscal Implication:

The proposed increase represents $0.47 per square foot for residential and $0.08 per square foot for commercial/industrial construction.



Recommended Action: 

It is recommended that the Board of Trustees approve and adopt Resolution 01-061522 authorizing the increase in developer fee rates as presented in the Developer Fee Study dated May 5, 2022.
