Agenda Item Title: Reject all bids for the Storage Buildings at Various Sites project

Background:
The Board will consider for rejection all bids received for the Storage Buildings at Various Sites project.
On April 14, 2022, the District received contractor bids for the Storage Buildings at Various Sites. Two (2) proposals were received, and the apparent low responsive and responsible bidder was Guerra Construction. However, citing a clerical error, Guerra Construction withdrew their bid. The next low responsive and responsible bidder is Southwest Construction.
The construction budget for this project was $364,289.00. The bid received from Guerra Construction was $417,422.00, which was subsequently withdrawn. The next low bid, from Southwest Construction was $996,800.00. Southwest Construction's Bid is $632,511.00 over the construction budget.
Fiscal Implication:
There is no impact to the overall project budget.
Recommended Action:
It is recommended that the Board of Trustees reject all bids for the Storage Buildings at Various Sites project and authorize staff to re-advertise the project for competitive bid.
