Background: 

On November 19, 2015, the District's Governing Board approved Resolution No. 1580.11/15 delegating authority to award contracts to the District's Superintendent, Chief Business Officer, Associate Superintendent(s), and Assistant Superintendent(s) pursuant to Education Code sections 17604 and 17605.

 

All contracts approved by those authorized to do so pursuant to that delegation authority are to be submitted to the District's Governing Board for ratification. Contracts that do not, however, involve an item of expenditure in excess of the bid limits specified in Public Contract Code section 20111 need only be reviewed by the District's Governing Board every 60 days.  The applicable bid limits are $15,000 for construction contracts and $99,100 in 2022 (adjusted annually) for the purchase of equipment, materials, supplies, non-construction services, or repairs including maintenance.

 

Presented for ratification are the following contract(s): 

  1. Center to Support Excellence in Teaching- Will provide classroom observations, interviews and coaching to correct significant disproportionality in Special Education from 04/01/2022 through 10/31/2022, $176,000.00.
  2. Olimpico Learning- Will provide a district-wide Summer Program, using technology to improve Math and English Language Arts skills to rising K-5th grade students, $244,000.00.

 

 

Presented for review are the following contract(s): 

  1. AoPS Inc.- Will provide 293 site Math license for Steven Elementary students from 03/29/2022 through 09/29/2022, $6,592.50.
  2. Construction Inspection Services, Inc.-Will serve as the Division of State Architect (DSA) Certified Inspector of Record for the District Wide Site Lighting Project.  A DSA Certified Inspector is required for all DSA projects.  Funded out of Measure T, $24,750.00.
  3. Construction Inspection Services, Inc.- Will serve as the Division of State Architect (DSA) Certified Inspector of Record for the Park Restroom Project.  A DSA Certified Inspector is required for all DSA projects.  Funded out of Measure T, $14,850.00.
  4. Document Tracking Services- License renewal to use DTS web-based application for the 2022 LCAP template and School Plan for Student Achievement template and translation from 04/01/2022 through 04/01/2023, $17,405.00.
  5. Ronald Wheelehan- Contract for Interim Chief Business Officer, Ronald Wheelehan, due to current employee in the position Chief Business Officer, Rebecca Westover, being on an approved leave of absence under the Family and Medical Leave Act.  Term of agreement from 05/16/2022 through 09/30/2022, not to exceed $52,800.00.
  6. Shutterfly Lifetouch, LLC.- Will provide photo services, district-wide, for students and staff.  15% in the Fall and 10% in the Spring of Shutterfly Lifetouch' commission of total revenue back to the district.  This contract has no cost to the district.
  7. Silicon Valley Education Foundation- Will provide the Elevate Summer Math program for incoming 3rd-8th grade students, district-wide, program terms 02/25/2022-10/01/2022, $54,000.00.
  8. Soliant Health, LLC- Will provide Language/Speech Therapy services for Special Education students, district-wide, for the 2021-2022 school year, not to exceed $40,000.00.
  9. Testing Engineers, Inc.- Will serve as the Division of the State Architect (DSA) Certified Lab or Record for the Park Restroom Project at Castro Elementary.  A DSA certified lab or record is required to perform special inspection on DSA projects.  Funded out of Measure T, $5,914.00.
  10. Testing Engineers, Inc.- Will serve as the Division of the State Architect (DSA) Certified Lab or Record for the Park Restroom Project at Imai Elementary.  A DSA certified lab or record is required to perform special inspection on DSA projects.  Funded out of Measure T, $5,914.00.
  11. Testing Engineers, Inc.- Will serve as the Division of the State Architect (DSA) Certified Lab or Record for the Park Restroom Project at Landels Elementary.  A DSA certified lab or record is required to perform special inspection on DSA projects.  Funded out of Measure T, $5,914.00.
  12. Testing Engineers, Inc.- Will serve as the Division of the State Architect (DSA) Certified Lab or Record for the District Wide Lighting Project.  A DSA certified lab or record is required to perform special inspection on DSA projects.  Funded out of Measure T,$19,384.00.
  13. Wheelehan School Business Consulting- First & Final Amendment to the Independent Contractor Services Agreement entered on July 1, 2021.  This agreement will be terminated on May 16, 2022 once Ronald Wheelehan steps into the interim Chief Business Officer' role. amendment has not cost to the district.
