Agenda Item Title: AB 361 State and Local Agencies: Teleconferences

Background:
Assembly Bill 361, which Governor Newsom signed in September to extend the flexibilities provided in a prior executive order enabling public agencies to meet remotely during the state of emergency. The Governor's state of emergency extends to January 1, 2024, so boards can meet virtually until that date or when the Governor rescinds his state of emergency. All District Board meetings, committees, advisory boards, and community meetings will remain accessible either through telephonic or virtual meetings.
Fiscal Implication: None
Recommended Action: That the Board of Trustees approve AB 361 the new authorization, which largely extends the provisions of the Governor’s Executive Order N-29-20 (signed March 17, 2020) and Executive Order N-35-20 (signed March 21, 2020), is effective until January 1, 2024.
