Background: 
California Proposition 39, known as the School Facilities Local Vote Act reduced the threshold needed to pass local California school district bond issues from a two-thirds supermajority vote to a 55 percent vote. California Education Code Section 15728 established requirements for a Citizen’s Bond Oversight Committee to be established when bond measures are passed under Prop 39. The committee is comprised of local residents whose main charge is to inform the public of how their bond dollars are spent. Staff will present information that was presented to the Citizens Bond Oversight Committee.  In April the Citizens Bond Oversight Committee will present their findings to the Board of Trustees.
