Agenda Item Title: Approve the Addition of Ninyo & Moore to the Pool of Special Inspections and Testing Services Consultants to Propose Measure T Construction Projects

Background:
The purpose of this agenda item is to add Ninyo & Moore to the pool of consultant firms that were approved at the February 4, 2021 Board Meeting. Ninyo & Moore responded in a timely manner to the District’s December 17, 2020, request for statement of qualifications (“RFQ”) for Special Inspections and Testing Consulting services for construction, maintenance, repair, or related projects as needed and the District’s Measure T Bond Program (“Project(s)”). Their proposal was misplaced until March 12th, 2021. To comply with the procurement process required by Government Code section 4525, et seq. the District evaluated Ninyo & Moore’s response to the following criteria of the RFQ.

District staff is recommending that the Board approve the addition of Ninyo & Moore to the District’s pool of Special Inspections and Testing Services Consulting firms for the Projects.

The District will solicit proposals from that pool as each Project is ready for Testing and Special Inspection Services and will enter into agreement(s) with the successful firm(s) in the form of Agreement attached to this Board item, which will be brought to the Board for approval.
Fiscal Implication: None.
Recommended Action:
Approve the addition of Ninyo & Moore to the February 4th, 2021 approved pool of Testing and Special Inspection Services firms to be in the District’s pool of Special Inspections and Testing Services consulting firms for the Projects, based on District’s procurement and selection process identified herein.
