Agenda Item Title:  Amendment to Education Enhancement Reserve Joint Powers Agreement (30 minutes)

Background: 

In January of 2006, the Shoreline Regional Park Community, the Mountain View-Los Altos Union High School District and the Mountain View Whisman School District entered into the Education Enhancement Reserve Joint Powers Agreement (JPA), which provides payments to the school districts to benefit education. The Agreement was updated in June 2013. 

In December 2017, the City Council adopted the North Bayshore Precise Plan, which would create up to 9,850 additional housing units. The Plan required the Shoreline Community JPA to update the agreement taking into account the increased enrollment that would result from the additional housing. City staff and representatives from both school districts have worked together on a mutually agreeable amendment.  The JPA Board voted unanimously to approve the amendment on June 5, 2019. 

The new agreement provides a clear and transparent methodology for calculating how the new community residential property tax revenue would be allocated to the school districts.
