Agenda Item Title:  Public Hearing and Resolution No. 03-091919, Resolution on Sufficiency of Pupil Textbooks and Instructional Materials Aligned to the Academic Content Standards and Consistent with Content and Cycles of State Frameworks 2019-20 (10 minutes)

Background: 

The Governing Board is required to hold an annual public hearing (see attached notice of posted public hearing) and adopt a resolution (see attached resolution) stating whether each pupil in the district has sufficient textbooks or instructional materials.


“Sufficient textbooks or instructional materials” means that each pupil, including English learners, have standards-aligned textbooks or instructional materials, or both, to use in class and to take home.  It is not required by law to have two sets of textbooks or instructional materials for each pupil. 


As Districts continue to implement the California Common Core Standards, the California Department of Education continues to allow Districts to certify using materials that are aligned to the prior standards, or if applicable, the new Standards. 


The Mountain View Whisman School District reviewed, piloted and adopted new mathematics materials during the 2014-2015 school year and new English Language Arts/Literacy and English Language Development materials during the 2015-2016 school year. In 2018-19, the District convened a Social Studies Task Force and reviewed, piloted and adopted new 6-8 Social Studies materials.   In 2019-20 the District plans to review, pilot and recommend new K-5 social studies materials and K-8 science materials.


The Governing Board shall encourage participation in the public hearing by parents, teachers, members of the community interested in the affairs of the school district, and bargaining unit leaders. The public hearing will certify compliance with Education Code Section 60119 (as revised by Chapter 118, Statutes of 2005) and California Code of Regulations (CCR), Title 5, Section 9531.

Recommended Action: 

That the Board hold a Public Hearing and approve and adopt Resolution No. 02-090519, Pupil Textbooks and Instructional Materials Aligned to the Academic Content Standards and Consistent with Content and Cycles of State Frameworks, as presented.
