Background:
In accordance with Board Policy No. 4143.1, Public Notice - Personnel Negotiations and Government Code 3547, all initial contract proposals of the Board and an employee organization that relate to matters within the scope of representation shall be presented at a public meeting and shall thereafter be public records. Staff will present the District's 2019-2020 Initial Proposal for Reopening of the Collective Bargaining Agreement with the Mountain View Educators Association (MVEA). MVEA will also present its initial proposal for reopeners for the 23019-2020 school year. Their initial proposal is attached.
Meeting and negotiating between district and employee organization representatives shall not take place on the initial proposals until a reasonable time has elapsed after the submission of these proposals at a public meeting.
The Board will hold a public hearing regarding the District's initial proposal and MVEA's initial proposal for reopening their collective bargaining agreement.
District administration will begin negotiation with MVEA for the 2019-2020 school year. The current collective bargaining agreement expires June 30, 2019 and the District seeks to reach a successor three-year collective bargaining agreement for July 1, 2019 through June 30, 2022. That the Board approve the Articles for reopening negotiations for the 2019-2020 school year between the Mountain View Whisman School District and the Mountain View Educators Association, as presented.
