Background: 

In the recent update to the board policy regarding preschool/early childhood education, the content has remained largely unchanged.  The most significant change was the addition of a statement regarding complaint procedures for "license-exempt programs operating under the California State Preschool Program".  This reflects an upcoming policy change in which state-funded early childhood programs operated by LEA's will no longer require oversight by Community Care Licensing.  Instead, health, safety and facility requirements will be written into Title 5 Regulations for California State Preschool Programs (CSPP) and will be incorporated into the CDE's Early Learning and Care department's monitoring processes for CSPP.  As such, unlicensed school district preschool programs will need to follow the districts' Williams uniform complaint procedures "to investigate and resolve complaints alleging violation of applicable health or safety requirements". 
 
The new regulations for license-exempt programs are scheduled to take effect on July 1, 2019, however, contractors (including the Mountain View Whisman School District) and Community Care Licensing representatives are currently waiting for details on the updated regulations and direction on how to proceed from the CDE.
