Background:
Mountain View Whisman's current English learner reclassification criteria was established and is aligned to the former state English learner assessment, the California English Language Development Test (CELDT). Revision is necessary to update the language assessment to include results from the new English Language Proficiency Assessments for California (ELPAC). For the most part, the language of the requirements for English learner reclassification remain the same with the exception of the following:

1. Replacement of CELDT results with ELPAC level 4 criteria, "Well-developed."
